Clicks, Impressions or Conversions: Choosing a ChatGPT Ads Campaign Objective
· 3 min read

Your campaign objective is the most important setting in ChatGPT Ads, and it can't be changed after the campaign is created. Pick the wrong one and you'll be rebuilding the campaign. Here's how each option works and how to choose.
The three objectives
| Objective | You pay | The system optimizes for | Best for |
|---|---|---|---|
| Views (CPM) | Per 1,000 impressions | Broad, efficient reach | Awareness, launches, new markets |
| Clicks (CPC) | Per valid click | Clicks from people likely to engage | Website traffic, early testing |
| Conversions | Per valid click (or impression) | Clicks more likely to lead to your chosen event | Leads, bookings, sales |
You never pay per conversion, even with the conversions objective (OpenAI Help Center).
Views: when visibility is the goal
Choose views when you want people to see your brand in relevant conversations and you don't need an immediate click. It suits:
- A new product launch
- Entering a new city or region
- Brands with strong recall that convert later through other channels
Watch out: impressions are easy to buy and hard to tie to revenue. Most small and mid-size businesses should start elsewhere.
Clicks: the safe starting point
Clicks campaigns bill per valid click and optimize toward people likely to engage. You can use:
- Fixed bid: you set the maximum per click.
- Maximize Clicks: OpenAI adjusts bids to get the most clicks from a daily budget.
Choose clicks when:
- Conversion tracking isn't fully set up yet
- Your conversion volume is low (a few per week)
- You want to learn which messages and markets attract interest
You can still attach conversion events to a clicks campaign for reporting. You'll see conversions; the system just won't optimize for them.

Book a strategy callConversions: when you can measure outcomes
Conversion-optimized campaigns use your chosen event, along with ad quality, relevance, click likelihood and conversion likelihood, to favor clicks more likely to convert (OpenAI docs). You can bid with:
- A fixed target CPA bid, which guides how the campaign competes. It's an optimization input, not a charge.
- Maximize Conversions, where OpenAI adjusts bids within a daily budget.
Requirements:
- Conversion tracking via the pixel, the Conversions API or both
- Exactly one active standard event (for example
order_created,lead_createdorappointment_scheduled) - An account with conversion bidding enabled
Limits to know: you can't change the selected event after creation, and custom events can't be optimization goals.
How to choose: a quick decision guide
- Is conversion tracking working and verified?
- No → Clicks (and fix tracking).
- Yes → go to 2.
- Do you get enough conversions to learn from, say several per week at your budget?
- No → Clicks, with conversion events attached for reporting.
- Yes → Conversions.
- Is your goal awareness rather than action?
- Yes → Views, with realistic expectations about attribution.
A practical rollout plan
Many advertisers do well with a two-stage approach:
- Weeks 1–4: Clicks campaign with conversion events attached. Learn which ad groups, messages and locations bring engaged visitors and some conversions.
- Week 4 onward: a new Conversions campaign for the themes that converted, optimized toward your main event. Keep the clicks campaign running at a lower budget for testing new ideas.
Tip: Choose the conversion event that best matches real business value. Optimizing for
page_viewedwill get you page views. Optimizing forlead_createdororder_createdgets you what you actually want.
Budget type matters too
- Maximize Clicks and Maximize Conversions require a daily budget.
- Fixed bids work with daily or lifetime budgets.
- You can switch a campaign from lifetime to daily, but not back.

Frequently asked questions
Can I switch a campaign from clicks to conversions?
No. The objective can't be changed after a campaign is created. Create a new campaign with the conversions objective.
Can I optimize for a custom event?
No. Conversion-optimized campaigns need exactly one standard event, such as order_created or lead_created. Custom events can be tracked but not used as the optimization goal.
